Cara Saya belajar gitar mulai dari kunci A-E-D dengan lagu yang mudah
Petik snar nya dengan membayangkan Anda bermain gendang misal dung-dung-dung ceng,
dung-dung-dung ceng, dung-dung-dung ceng dan seterusnya.

bunyi dung-dung berarti memetik tali-tali snar 6 - 5 -4 (bisa disesuaikan dengan kuncinya) dengan ibu jari
catatan:
Senar no. 6 dileplas (tidak dipetik) = Nada E -> kunci E
Senar no. 5 dileplas (tidak dipetik) = Nada A -> kunci A
Senar no. 4 dileplas (tidak dipetik) = Nada D -> kunci D

dan bunyi ceng berarti memetik tali  snar 3-2-1 dengan jari lainnya.

Belajar pindah-pindah kunci agak lambat lalu perlahan-lahan dipercepat.

Yang tidak kalah penting adalah Anda harus bisa menyesuaikan kunci (chord) dengan nada lagu yang akan Anda nyanyikan. Jadi jangan sampai Anda pegang kunci A yang Suara Anda berada pada Nada yang laen alias lari suaranya.

POLITIK DAN STRATEGI NASIONAL

A. Latar Belakang

Polstranas atau yang dikenal sebagai politik nasional dan strategi nasional merupakan suatu asas, haluan, usaha serta tindakan dari negara berikut pengetahuan tentang pembinaan dan penggunaan kekuatan dan potensi nasional secara totalitas untuk mancapai tujuan nasional. Politik nasional adalah suatu kebijakan umum dan pengambilan kebijakan untuk mencapai suatu cita-cita dan tujuan nasional bangsa. Sedangkan strategi nasional adalah cara melaksanakan politik nasional dalam upaya mencapai sasaran dan tujuan yang ditetapkan oleh politik nasional. Dapat dikatakan bahwa strategi nasional disusun untuk mendukung terwujudnya politik nasional.

Polstranas disusun dengan memahami pokok-pokok pikiran yang terdapat dalam sistem manajemen nasional yang berdasarkan ideologi Pancasila, UUD 1945, Wawasan Nusantara dan Ketahanan Nasional. Landasan pemikiran dalam manajemen nasional dipergunakan sebagai kerangka acuan dalam penyusunan politik strategi nasional, karena di dalamnya terkandung dasar negara, cita-cita nasional dan konsep strategi bangsa Indonesia.

Strategi nasional dilaksanakan oleh para manteri dan pimpinan lembaga-lembaga negara setingkat menteri dengan arahan langsung dari Presiden. Polstranas hasil penyusunan Presiden harus memuat tujuan-tujuan negara yaitu melindungi segenap bangsa Indonesia dan seluruh tumpah darah Indonesia, memajukan kesejahteraan umum, mencerdaskan kehidupa bangsa dan ikut melaksanakan ketertiban dunia berdasarkan kemerdekaan, perdamaian abadi dan keadilan sosial.

B. Pengertian Politik dan Strategi Nasional

1. Pengertian Politik

Politik merupakan suatu rangkaian atas, prinsip, keadaa, jalan, cara dan alat yang digunakan untuk mencapai tujuan tertentu yang kita kehendaki. Politics dan policy memiliki hubungan yang erat dan timbale balik. Politics memberikan asa, jalan, arah, dan medannya, sedangkan policy memberikan pertimbangan cara pelaksanaan asas, jalan, dan arah tersebut sebaik-baiknya.

Politik membicarakan hal-hal yang berkaitan dengan Negara, kekuasaan, pengambilan keputusan, kebijakan, dan distribusi atau alokasi sumber daya.

2. Pengertian Strategi

Dalam pengertian umum strategi adalah cara untuk mendapatkan kemenangan atau pencapaian tujuan.

3. Politik dan Strategi Nasional

Strategi nasional adalah cara melaksanakan politik nasional dalam mencapai sasaran dan tujuan yang diterapkan oleh politik nasional.

C. Dasar Pemikiran Penyususan Politik dan Strategi Nasional

Penyusunan politik dan strategi nasional perlu memahami pokok-pokok pikiran yang terkandung dalam sistem manajemen nasional yang berdasarkan ideologi Pancasila, UUD 1945, Wawasan Nusantara dan Ketahanan Nasional. Landasan pemikiran dalam manajemen nasional sangat penting sebagai kerangka acuan dalam penyususan politik strategi nasional, karena didalamnya terkandung dasar negara, cita-cita nasional dan konsep strategi bangsa Indonesia.

D. Penyusunan Politik dan Strategi Nasional

Proses penyusunan politik strategi nasional pada infrastruktur politik merupakan sasaran yang akan dicapai oleh rakyat Indonesia. Sesuai dengan kebijakan politik nasional, penyelenggara negara harus mengambil langkah-langkah pembinaan terhadap semua lapisan masyarakat dengan mencantumkan sasaran masing-masing bidang. Dalam era reformasi saat ini masyarakat memiliki peran yang sangat besar dalam mengawasi jalannya politik strategi nasional yang dibuat dan dilaksanakan oleh Presiden.

Politik strategi nasional yang telah berlangsung selama ini disusun berdasarkan sistem kenegaraan menurut UUD 195. Sejak tahun 1985 berkembang pendapat yang mengatakan bahwa pemerintah dan lembaga-lembaga negaa yang diatur dalam UUD 1945 merupakan suprastruktur politik, lembaga-lembaga terebut adalah MPR, DPR, Presiden, BPK, dan MA. Sedangakn badan-badan yang berada di dalam masyarakat seperti paratai politik, organisasi kemasyarakatan, media massa, kelompok kepentingan (interest group) dan kelompok penekan (pressure group). Suprastruktur dan infrastruktur politik harus dapat bekerja sama dan memiliki kekuatan yang seimbang.

Mekanisme penyusunan politik strategi nasional di tingkat suprastruktur politik diatur oleh Presiden, dalam hal ini Presiden bukan lagi sebagai mandataris MPR sejak pemilihan Presiden secara langsung oleh rakyat pada tahun 2004. Karena Presiden dipilih langsung oleh rakyat maka dalam menjalankan pemerintahan berpegang pada visi dan misi Presiden yang disampaikan pada waktu sidang MPR setelah pelantikan dan pengambilan sumpah dan janji Presiden/Wakil Presiden. Visi dan Misi inilah yang dijadikan politik dan strategi dalam menjalankan pemerintahan dan melaksanakan pembangunan selama lima (5) tahun.

E. Stratifikasi Politik Nasional

Stratifikasi politik nasional dalam negara Republik Indonesia adalah sebagai berikut;

1. Tingkat penentu kebijakan puncak.

Meliputi kebijakan tertinggi yang menyeluruh secara nasional dan mencakup penentuan undang-undang dasar. Menitik beratkan pada masalah makro politik bangsa dan negara untuk merumuskan idaman nasional berdasarkan falsafah Pancasila dan UUD 1945. Kebijakan tingkat puncak dilakukan oleh MPR. Dalam hal dan keadaan yang menyangkut kekuasaan kepala negara seperti tercantum pada pasal 10 sampai 15 UUD 1945, tingkat penentu kebijakan puncak termasuk kewenangan Presiden sebagai kepala negara. Bentuk hukum dari kebijakan nasional yang ditentukan oleh kepala negara dapat berupa dekrit, peraturan atau piagam kepala Negara.

2. Tingkat kebijakan umum.

Merupakan tingkat kebijakan di bawah tingkat kebijakan puncak, yang lingkupnya menyeluruh nasional dan berisi mengenai masalah-masalah makro strategi guna mencapai idaman nasional dalam situasi dan kondisi tertentu.

3. Tingkat penentu kebijakan khusus.

Merupakan kebijakan terhadap suatu bidang utama pemerintah. Kebijakan ini adalah penjabaran kebijakan umum guna merumuskan strategi, administrasi, sistem dan prosedur dalam bidang tersebut. Wewenang kebijakan tingkat di atasnya.

4. Tingkat penentu kebijakan teknis.

Kebijakan teknis meliputi kebijakan dalam satu sektor dari biang utama dalam bentuk prosedur serta teknik untuk mengimplementasikan rencana, program dan kegiatan.

5. Tingkat penentu kebijakan di Daerah.

Wewenang penentuan pelaksanaan kebijakan pemerintah pusat di daerah terletak pada Gubernur dalam kedudukannnya sabagai wakil pemerintah pusat di daerahnya masing-masing. Kepala daerah berwenang mengeluarkan kebijakan pemerintah daerah dengan persetujuan DPRD. Kebijakan tersebut berbentuk Peraturan Daerah (Perda) tinkat I atau II. Menurut kebijakan yang berlaku sekarang, jabatan Gubernur/Kepala Daerah tingkat I, Bupati/Kepala Daerah tingkat II atau Walikota/Kepala Daerah tingkat II.

F. Politik Pembangunan Nasional dan Manajemen Nasional

Politik dan Strategi Nasional dalam aturan ketatanegaraan selama ini dituangkan dalam bentuk GBHN yang ditetapkan oleh MPR. Hal ini berlaku sebelum adanya penyelenggaraan pemilihan umum Presiden secara langsung pada tahun 2004. Setelah pemilu 2004 Presiden menetapkan visi dan misi yang dijadikan rencana pembangunan jangka menengah yang digunakan sebagai pedoman dalam menjalankan pemerintahan dan membangun bangsa.

1. Makna pembangunan nasional

Pembangunan nasional mencakup hal-hal yang bersifat lahiriah maupun batiniah yang selaras, serasi dan seimbang. Itulah sebabnya pembangunan nasional bertujuan untuk mewujudkan manusia dan masyarakat Indonesia yang seutuhnya, yakni sejahtera lahir dan batin.

2. Manajemen nasional

Pada dasarnya sistem manajemen nasional merupakan perpaduan antara tata nilai, struktur dan proses untuk mencapai daya guna dan hasil guna sebesar mungkin dalam menggunakan sumber dana dan sumber daya nasional demi mencapai tujuan nasional. Proses penyelenggaraan yang serasi dan terpadu meliputi siklus kegiatan perumusan kebijaksanaan (policy formulation), pelaksanaan kebijaksanaan, dan penilaian hasil kebijaksanaan terhadap berbagai kebijaksanaan nasional. Disini secara sederhana dapat dikatakan bahwa sebuah sistem sekurang-kurangnya harus dapat menjelaskan unsur, struktur, proses, fungsi serta lingkungan yang mempengaruhinya.

G. Implementasi Politik dan Strategi Nasional

Implementasi politik dan strategi nasional di bidang hukum:

1. Mengembangkan budaya hukum di semua lapisan masyarakat untuk terciptanya kesadaran dan kepatuhan hukum dalam kerangka supremasi hukum dan tegaknya negara hukum.

2. Menata sistem hukum nasional yang menyeluruh dan terpadu dengan mengakui dan menghormati hukum agama dan hukum adat serta memperbaharui perundang–undangan warisan kolonial dan hukum nasional yang diskriminatif, termasuk ketidakadilan gender dan ketidaksesuaianya dengan reformasi melalui program legalisasi.

3. Menyelenggarakan proses peradilan secara cepat, mudah, murah dan terbuka, serta bebas korupsi dan nepotisme dengan tetap menjunjung tinggi asas keadilan dan kebenaran.

4. Meningkatkan pemahaman dan penyadaran, serta meningkatkan perlindungan. Penghormatan dan penegakan hak asasi manusia dalam seluruh aspek kehidupan.

5. Menyelesaikan berbagai proses peradilan terhadap pelanggaran hukum dan hak asasi manusia yang belum ditangani secara tuntas.

Implemetasi politk strategi nasional dibidang ekonomi.

1. Mengembangkan sistem ekonomi kerakyatan yang bertumpu pada mekanisme pasar yang berkeadilan dengan prinsip persaingan sehat dan memperhatikan pertumbuhan ekonomi, nilai–nilai keadilan, kepentingan sosial, kualitas hidup, pembangunan berwawasan lingkungan dan berkelanjutan sehingga terjamin kesempatan yang sama dalam berusaha dan bekerja, perlindungan hak-hak konsumen, serta perlakuan yang adil bagi seluruh rakyat.

2. Mengembangkan persaingan yang sehat dan adil serta menghindarkan terjadinya struktur pasar monopolistik dan berbagai struktur pasar distortif, yang merugikan masyarakat.

3. Mengoptimalkan peranan pemerintah dalam mengoreksi ketidaksempurnaan pasar dengan menghilangkan seluruh hambatan yang menganggu mekanisme pasar, melalui regulasi, layanan publik, subsidi dan insentif, yang dilakukan secara transparan dan diatur undang–undang.

4. Mengupayakan kehidupan yang layak berdasarkan atas kemanusiaan yang adil bagi masayarakat, terutama bagi fakir miskin dan anak–anak terlantar dengan mengembangkan sistem dan jaminan sosial melalui program pemerintah serta menumbuhkembangkan usaha dan kreativitas masyarakat yang pendistribusiannya dilakukan dengan birokrasi efektif dan efisien serta ditetapkan dengan undang–undang.

5. Mengembangkan perekonomian yang berorientasi global sesuai kemajuan teknologi dengan membangun keunggulan kompetitif berdasarkan keunggulan komperatif sebagai negara maritim dan agraris sesuai kompetensi dan produk unggulan di setiap daerah, terutama pertanian dalam arti luas, kehutanan, kelautan, pertambangan, pariwisata, serta industri kecil dan kerajinan rakyat.

6. Mengelola kebijakan makro dan mikro ekonomi secara terkoordinasi dan sinergis guna menentukan tingkat suku bunga wajar, tingkat inflasi terkendali, tingkat kurs rupiah yang stabil dan realitis, menyediakan kebutuhan pokok terutama perumahan dan pangan rakyat, menyediakan fasilitas publik yang memadai dan harga terjangkau, serta memperlancar perizinan yang transparan, mudah, murah, dan cepat.

Implementasi politik strategi nasional di bidang politik

1. Memperkuat keberadaan dan kelangsungan Negara Kesatuan Republik Indonesia yang bertumpu pada kebhinekatunggalikaan. Untuk menyelesaikan masalah–masalah yang mendesak dalam kehidupan bermasyarakat, berbangsa dan bernegara, perlu upaya rekonsiliasi nasional yang diatur dengan undang–undang.

2. Menyempurnakan Undang-Undang Dasar 1945 sejalan dengan perkembangan kebutuhan bangsa, dinamika dan tuntutan reformasi, dengan tetap memelihara kesatuan dan persatuan bengsa, serta sesuai dengan jiwa dan semangat Pembukaan Undang-Undang Dasar 1945.

3. Meningkatkan peran Majelis Permusyawaratan Rakyat, dan lembaga–lembaga tinggi negara lainnya dengan menegaskan fungsi, wewenang dan tanggung jawab yang mengacu pada prinsip pemisahan kekuasaan dan tata hubungan yang jelas antara lembaga eksekutif, legislatif dan yudikatif.

4. Mengembangkan sistem politik nasional yang berkedudukan rakyat demokratis dan terbuka, mengembangkan kehidupan kepartaian yang menghormati keberagaman aspirasi politik, serta mengembangkan sistem dan penyelengaraan pemilu yang demokratis dengan menyempurnakan berbagai peraturan perundang–undangan dibidang politik.
